Bob as already pointed out you shouldn't usually need to create anything there. There might be a slightly more legitimate reason to create something in the user's Library, but only slightly. He is just trying to make it so that whenever he tries to create a folder somewhere else on the drive he isn't getting prompted to enter his username and password.
